After a series of small planning meetings over 2006 and the beginning of 2007, IPD held the second major meeting of its task force on China's institutional design in collaboration with Columbia University's Committee on Global Thought, as well as the Brooks World Poverty Institute at the University of Manchester, who also hosted and sponsored the event.

Topics presented on and discussed included foundational issues; general property rights issues; issues in intellectual property and the innovation system; and promoting competition, including anti-trust and regulatory policies, many of which will be developed for inclusion in a volume as part of the IPD book series.
